By Startup Genome's Global Startup Ecosystem Report 2026, published in June, the best cities for startups are still Silicon Valley, New York City and London, in that order. Beijing ranks sixth, Seattle tenth, and Bengaluru sits in the top 15. Mumbai leads the emerging ecosystems. The right city for you also depends on customers, talent and cost.
The 2026 ranking, in brief
The most widely cited global ranking of startup cities is the Global Startup Ecosystem Report (GSER) from Startup Genome and the Global Entrepreneurship Network. The 2026 edition launched on June 17, 2026, at VivaTech in Paris. It ranks a Top 40 of global ecosystems and a Top 100 of emerging ones. These are the positions Startup Genome states in its own ranking page and press release:
1 to 3: Silicon Valley, New York City and London. The same top three as in 2025. London had shared second place with New York from 2020 to 2024 before slipping to third in the 2025 report.
6: Beijing.
10: Seattle, which moved up on the strength of its AI-native companies.
11: Shanghai.
13: Toronto-Waterloo and Paris, tied. Toronto-Waterloo also climbed on AI.
Top 15: Bengaluru-Karnataka, India's highest-ranked hub.
18: Austin.
19: Shenzhen.
23: Stockholm, tied with Amsterdam-Delta after jumping eight places, the strongest European move this year.
36: Wuxi, up six places, the one Chinese ecosystem in the Top 40 that rose while nearly all the others fell.
Among emerging ecosystems, Mumbai ranked first, followed by Istanbul and Madrid.
The report also explains why the top barely moves. It reports that global ecosystem value, the sum of exit and funding valuations over the past two and a half years, grew 33% since the 2025 report, and 51% in North America. Silicon Valley's own ecosystem value passed $3 trillion, nearly three times the next largest. And it reports that 86% of late-stage funding for AI-native startups went to North America.
How Startup Genome ranks cities
The GSER scores each ecosystem on six success factors: Performance, Funding, Market Reach, Talent and Experience, AI-Native, and R&D. Its dataset covers more than 5.5 million companies across over 350 ecosystems.
Two things follow from that method. First, the ranking measures outcomes: where valuable companies have been funded and sold. It does not measure what it costs a two-person team to live and build there. Second, it rewards size and momentum, so a city can be the best place in the world to build an AI company and still be a poor fit for your company. Other rankings, such as StartupBlink's index, weigh things differently and produce a different order, which is a useful reminder that no list is the answer on its own.
Which city is best for your startup?
The ranking tells you where the strongest ecosystems are. Choosing among them comes down to a few questions only you can answer.
Where are your first customers? A fintech selling to banks gains a lot from New York or London. A developer tool selling to other startups gains from the Bay Area. A product for the Indian market belongs near Bengaluru or Mumbai.
Who do you need to hire first? Seattle, Toronto-Waterloo and Bengaluru have deep engineering talent. Silicon Valley has the most people who have already scaled a startup, at the highest price.
How long does your runway last there? The same seed round buys very different amounts of time in San Francisco, Austin, Madrid or Istanbul. Compare monthly burn for your actual team, not the average.
Can you legally live and hire there? Visas, entity rules and employment law decide more location choices than founders expect, and they can take months to sort out.
Where is your sector's cluster? AI has concentrated heavily in Silicon Valley; finance and media in New York; fintech in London; hardware and manufacturing around Shenzhen. Being near your cluster shortens the path to customers, hires and investors who already understand the space.
A quick tour of the top tier
Silicon Valley. The deepest pool of capital, AI talent and people who have built large companies, and the highest costs. I'm based here, and the ranking matches its reputation: no other ecosystem is close on value.
New York City. The strongest second ecosystem, with finance, media, commerce and enterprise buyers in one place. The details are in how to build a startup in New York City.
London. Europe's largest ecosystem and a natural base for fintech and for selling across Europe. For alternatives on the continent, including Paris, Stockholm and Amsterdam, read the best startup cities in Europe.
Seattle and Toronto-Waterloo. Both climbed in 2026 on AI-native companies, with strong engineering talent and lower costs than the Bay Area.
Bengaluru and Mumbai. India's leading established hub and its top emerging one, close to a large domestic market and a deep engineering base.
Does location still matter with remote teams?
Less than it did, but more than remote-first founders sometimes hope. I built RemoteTeam, an HR platform for remote teams, which Gusto acquired in 2021, so I'm a believer in hiring wherever the best people are. Remote work widens the hiring map. It does less for fundraising, early customer meetings and the chance conversations that still cluster in a few cities. Many teams now split the difference: a small hub in a strong ecosystem, with the rest of the team distributed. If you're staying put, how to build a startup outside of Silicon Valley covers the trade-offs, and how startup ecosystems are evolving globally in 2026 shows where the map is shifting. If your city is not on any list yet, building a startup ecosystem in your city is the longer game. More founder guides are in the startups section.
Frequently Asked Questions
Q:What is the best city in the world for startups in 2026?
Silicon Valley, according to Startup Genome's GSER 2026, which kept it in first place ahead of New York City and London. The report puts Silicon Valley's ecosystem value above $3 trillion, nearly three times the next largest ecosystem.
Q:Is Silicon Valley still worth the cost?
For AI companies and teams raising large rounds, often yes, because talent, customers and investors are concentrated there. For a company whose customers and hires are elsewhere, the cost can buy more runway in another city. Run the burn numbers for your own team before deciding.
Q:Which city is best for startups in Europe?
London ranks highest in Europe in the GSER 2026, third in the world. Paris is tied for 13th, and Stockholm made the biggest European jump, to 23rd, tied with Amsterdam-Delta.
Q:What is the best emerging startup city?
Mumbai ranked first among emerging ecosystems in the GSER 2026, followed by Istanbul and Madrid. Emerging ecosystems sit below the global Top 40 and are ranked separately.
Q:Do investors care where my startup is based?
Many invest remotely now, but proximity still helps with early meetings and follow-on rounds. Some funds focus on a region, and some programs and grants require a local entity, so location can open or close specific doors.
