France's top angels come in two forms. A 2015 ranking of French angels puts Xavier Niel first, with 230 investments, most of them through Kima Ventures, per Clubic. For current activity, France Angels' 2024 report ranks Paris Business Angels first by amount invested, at €4.28 million, in a market of €98.6 million.
Named individuals and named networks need different sources. For people, the best public rankings are old or paywalled. For networks, the federation France Angels includes a league table in its annual activity report. This guide uses both and dates every claim.
Which angel networks invest the most in France?
France Angels is the national federation of business angel networks. It says on its own site, as read in October 2026, that it was founded in 2001 and counts about 50 networks and nearly 5,500 business angels. Its 2024 activity report ranks the 15 networks that invested the most that year. The first seven, by amount invested:
Paris Business Angels, €4.28 million
Les Business Angels des Grandes Écoles, €4.13 million
Investessor, €2.98 million
Yeast, €2.27 million
Angels Santé, €2.07 million
Impact Business Angels, €1.55 million
Provence Angels, €1.49 million
The list includes sector networks (Angels Santé for healthcare, Défense Angels, Femmes Business Angels) and regional ones, which is useful if your start-up fits a niche. The healthcare guide covers Angels Santé in more detail.
Who led France's 2015 ranking of individual angels?
The ranking this guide uses is a study by the financing platform FundMe and the association France Digitale, reported by Clubic in April 2015 and covering the previous five years. The article lists four names in this order:
Xavier Niel, first, with 230 investments totalling €35 million. Clubic says he runs this activity within Kima Ventures with Jérémie Berrebi and that most of the start-ups he backs are backed through the fund rather than personally.
Fabrice Grinda, second, with investments in 170 companies.
Marc Simoncini, founder of Meetic, third, with €12 million in 23 start-ups.
Pierre Kosciusko-Morizet, founder of PriceMinister, with €9 million in 18 companies.
That study is more than a decade old, so treat it as history, not a current ranking. Niel, at least, is still visible in newer deals. He co-founded Kima Ventures, which TechCrunch reported in 2010 as a plan to back 100 companies within two years with cheques of €5,000 to €150,000. In June 2023, Mistral AI's €105 million seed round was led by Lightspeed Venture Partners and included Niel, Rodolphe Saadé and former Google CEO Eric Schmidt as individual investors.
Simoncini ran Jaina Capital, which he described in a 2014 FrenchWeb interview as a vehicle with about 50 companies, including OuiCar, Appsfire, IfeelGoods, Made.com, Plyce and Devialet. He described the fund as having a limited life, and said he was not stopping investing in start-ups but would do something else after Jaina.
How big is the French angel market?
France Angels counted €98.6 million going into 445 start-ups from about 5,500 active angels in 2024. Its 2024 press kit gave the 2023 figure as €73.7 million, so its own count rose year on year. The report names digital (36%), health (30%) and consumer goods (8%) as the main sectors. Of the €42.8 million invested through member networks, start-ups in Île-de-France received €13.53 million, ahead of Auvergne-Rhône-Alpes at €7.72 million and Provence-Alpes-Côte d'Azur at €4.62 million.
EBAN, the European network, uses a wider set of sources. Its table lists 83 networks, 6,350 angels and 445 investments worth €130.66 million for France in 2024, down 8% from €142.50 million. EBAN's commentary elsewhere cites €98.6 million, the France Angels figure, so the two numbers describe different scopes. EBAN also notes that France sits below the European average for angel investment relative to GDP.
Why do the French numbers differ between reports?
Two things matter. First, scope: France Angels reports on its member networks and the independent angels it can see, while EBAN says it also draws on national venture associations and databases such as Dealroom and PitchBook. Second, the France Angels total already includes €26.3 million from independent angels outside networks, so about a quarter of the money came from angels outside any network.
For a founder the practical lesson is to read the footnote before quoting a number, and to quote the source next to it. For an investor, it is a reminder that a league table of networks does not show every cheque.
How do you reach a French angel?
Start with the federation's network map and pick a regional or sector network that matches your company.
Ask a founder in the network's portfolio for an introduction. Ask each network how it screens applications before a pitch evening.
Prepare for syndicates. EBAN's Europe-wide data puts the average angel ticket at about €25,600 in 2024, so rounds are usually assembled from several investors.
